Ok, I've spent half an hour on this, that's what I got. Instructions:
1. Switch maintenance mode on in your chat.
2. Make a backup copy of your Members directory (IMPORTANT!!!)
3. Extract cleanup.pl from this ZIP file, change the perl path in the first line and $maxdays some lines below if necessary (by default all user accounts which haven't been used for more than 200 days will be deleted).
4. Upload cleanup.pl to your server into the same directory where you have your chat.pl (use ASCII mode, then you can't be wrong). Set the usual permissions (chmod) for the file, just take the same that you have for your chat.pl (usually 755).
5. Now open cleanup.pl in your browser (take the usual chat URL but replace chat.pl by cleanup.pl). You should get the message: "Members list cleaned up, nnn user accounts removed."
6. Remove cleanup.pl from the server (DON'T FORGET THIS!!!)
7. Switch maintenance mode off.
